The recent tech cap increase added a few more slots, but I still can't add further bulkheads to the tech inventory, but they can be easily added to cargo. That said, I've only tried with mouse, and there was a bug a few experimentals ago that made adding to exosuit tech difficult. What that means is if you do a derelict freighter mission in a system and you get a B-class tech upgrade, while it's random which tech upgrade you'll get (i.e. fuel efficiency, hyperdrive, combat, exploration, mining, trading), you'll only ever see them as B-class.
